1.  God Created all Things for Himself, for His own Purposes and this includes sin!

Isa. 45:7 "I form the light and create darkness: I make peace and create evil:  I the Lord do all these things"
Acts 17: 24  "God...made the world and all things therein"  This includes sin.
Col. 1: 13-16  "His dear Son...who is the image of the invisible God...for by Him were all things created, that are in heaven, and that are in earth, visible and invisible, whether they be thrones, or dominions, or principalities, or powers: all things were created by Him and for Him."
Heb. 3: 4 "He that built all things is God."
Heb. 11: 3 "Through Faith we understand that the worlds were framed by the word of God."

2.  The foundation of Predestination is the Omnipotence of God.
